Pavan Mehrotra advises companies on the full lifecycle of federal procurement, from planning and solicitation through award, performance, dispute resolution, and contract close-out. Drawing on years of service representing the federal government in contracting matters, he brings a practical, agency-side perspective to issues that drive outcomes: compliance, documentation, schedule, and cost. He works with contractors of all sizes, including emerging and mid-market firms entering the federal space, to navigate rules and avoid missteps that delay awards or jeopardize revenue.

Pavan also counsels clients on day-to-day contract administration and regulatory requirements, including FAR/DFARS compliance, ethics and reporting, data rights, changes, terminations, and small-business and subcontracting obligations. He helps capture teams and executives evaluate solicitation terms, develop questions and strategies before proposal submission, and structure teaming and subcontract agreements that align with performance realities. When disputes arise, he represents contractors in bid protests and claim-related matters, focusing on developing clear strategies, maintaining disciplined records, and achieving efficient resolutions.

His experience includes leading a Procurement Integrity Act investigation by interviewing agency personnel and advising the contracting officer on building a defensible administrative record; serving as agency counsel in multiple billion-dollar protests before the United States Court of Federal Claims; and coordinating with program and acquisition officials on complex source selections. That background informs his straightforward guidance to business leaders: anticipate how decisions will be reviewed, document them thoroughly, and keep business moving forward.
