"It [was] quite probably the most effective tool to respond to the union's promises," Sarah said, emphasizing the challenges this change presents to management.

"It narrows, thankfully, the class of employers that can be held jointly liable for labor violations and obligations," she said while acknowledging that further developments in this area are likely.
