Noel S. Manalo is a member of Offit Kurman’s Real Estate Practice Group representing residential, commercial, mixed-use and institutional real estate developers and property owners in Frederick and Washington Counties, and their respective municipalities. Noel’s primary focuses are in the areas of land use, development and permitting, including representation before local governmental administrative bodies.

Over numerous projects, he has been involved in approvals for over 12,500 residential dwelling units and over one million square feet of non-residential uses (commercial, industrial, agricultural, and institutional/recreational).

Noel is a frequent speaker on affordable housing and other real estate law matters.
