Billy Cannon is a Department Chair and a member of Offit Kurman's Landlord Representation Practice Group. He represents property owners and property management companies in litigation, mediations, and administrative agency hearings. Mr. Cannon also works with his clients on leasing matters and Fair Housing Act compliance. He has been certified in Low-Income Housing Tax Credit Compliance (LIHTC) and represents many LIHTC properties and other affordable housing providers. Additionally, Mr. Cannon represents sellers and purchasers in transactions, with a particular emphasis on the District of Columbia Tenant Opportunity to Purchase Act (TOPA). He handles TOPA compliance and litigation, as well as other litigation arising out of the purchase and sale of real property. Mr. Cannon also handles appellate matters for property owners and property management companies.

Mr. Dorwin’s practice in civil and administrative litigation is focused primarily on real estate law, including residential and commercial landlord-tenant law, Fair Housing Act compliance, and regulatory compliance.  Additionally, Mr. Dorwin has experience in complex construction litigation, discrimination defense, subsidized housing lease-ups and compliance, and alternative dispute resolution.  Mr. Dorwin also regularly assists owners of commercial and residential properties in business licensing and other matters of District of Columbia code compliance.

Jennifer Friend-Kelly’s practice in real estate law emphasizes resolving landlord-tenant disputes, specifically, representing landlords of all sizes in residential and commercial litigation. Her representation also includes lease drafting, resolving Fair Housing disputes, and prosecuting breach of lease actions. In addition, Ms. Friend-Kelly spent several years managing affordable housing sites. She has experience with Low-Income Housing Tax Credit (LIHTC) properties, recertifications, and lease disputes.
