There has recently been a series of updates concerning the implementation of sports betting in the District of Columbia. First, and perhaps most important, the law has officially cleared congressional review. This means that the final road block to implementation of sports betting in Washington, D.C. has been resolved. Next, the DC government has confirmed that they are targeting September 1, 2019 – a few days before the start of the NFL season – as the first day that sports betting will officially be allowed in the District. With a little over three months between now and the start of sports betting in the District, there remains a lot to be done to fully implement the newly enacted legislation.
In furtherance of reaching the self-imposed September 1 deadline, the District of Columbia government has set out an aggressive schedule for implementation. The DC Lottery has targeted early June for the release of the regulations that will govern the sports gambling industry, with a short period for public comment. The DC Lottery is further planning to begin accepting licensing applications soon thereafter, with the goal of issuing Class B licenses in late July. It is anticipated that the DC Lottery will issue approximately 25 Class B licenses in the first round of applications.
With the short window between now, the release of the regulations, the application period, and the official start of sports betting in the District of Columbia, businesses interested in participating need to immediately begin preparing.
