Offit Kurman’s Ranks Grow to 136 with Recent Attorney Affiliations in Maryland, Virginia, and Pennsylvania
The fastest-growing legal group in the Mid-Atlantic region continues to gain momentum. Offit Kurman is pleased to welcome five new attorneys to the firm: Stephen Metz in Bethesda, Maryland; Mark Moorstein, Theodora Stringham, and James Gillis in Tysons Corner, Virginia; and Kathryn Pettit in Plymouth Meeting, Pennsylvania. With these additions, the firm’s roster has grown to more than 135 attorneys dispersed among 11 office locations in Maryland, Pennsylvania, Delaware, Virginia, New Jersey, and New York.
Three of the latest practitioners to affiliate with the firm have joined in conjunction with recent developments at Offit Kurman’s fast-growing offices in Tysons Corner and suburban Philadelphia.
Based in Tysons Corner, Mr. Moorstein and Ms. Stringham will serve, on the firm’s behalf, as Special Counsel to the Commonwealth of Virginia and the state’s Department of Transportation for eminent domain and real property matters– an area wherein they also represent a variety of commercial clients.
Ms. Pettit, meanwhile, will augment real estate and construction law service offerings at Offit Kurman’s newest location in the Philadelphia suburbs. Established earlier this year, the suburban Philadelphia office is quickly becoming a premier legal organization for business owners, land developers, and families in the area.

Biographies of each new attorney can be found below:
Stephen Metz is a bankruptcy attorney who concentrates his practice in litigation involving bankruptcy, creditors' rights, title disputes and real estate. He frequently represents debtors, creditors, and other parties in bankruptcy cases in various industries, including telecommunications, retail, financial services, real estate, insurance and consumer credit. He also regularly represents owners, lenders and other parties in real estate disputes, including matters involving lien priority, easements, equitable subrogation, reformation of deeds and deeds of trust, conflicts between neighbors, real estate contracts and other title-related actions in state and federal courts at the trial and appellate levels. He has been listed in Maryland Super Lawyers and Washington, DC Super Lawyers since 2014.
Mark Moorstein is an attorney and litigator whose practice centers on issues related to zoning, land use, and eminent domain. For over 40 years, he has helped real estate organizations develop, sell, and reach legal agreements on high-value commercial properties in transactions and court proceedings. Along with representing private and government clients alike in real estate disputes, Mr. Moorstein has assisted landowners in property valuation and issues arising from land development. Additionally, he has earned international recognition for his pro-bono work with the International Senior Lawyers Project, through which he has served Cambodian land owners and villagers facing illegal land seizures.
Theodora Stringham is a civil litigator who represents various entities involved in land use and zoning cases, as well as local and federal workplace disputes. She has litigated complex land use issues, including, but not limited to, eminent domain and condemnation matters, zoning disputes, access, and valuation concerns. She has served as a fee counsel for the Virginia Department of Transportation and has also provided representation to individual landowners and developers. Prior to joining Offit Kurman, Ms. Stringham was an associate at Rees Broome, PC, where she worked alongside Mr. Moorstein. She is a graduate (magna cum laude) of Rutgers University and the Rutgers School of Law, where she served as Vice-President of the Association for Public Interest Law.
James Gillis’ practice is focused on estate planning, transfer and income tax planning, and trust and estate administration in Virginia. He regularly assists clients with the selection of fiduciaries, and the preparation of revocable and various types of irrevocable trusts to avoid probate, reduce transfer tax, protect assets for future generations, and provide support for beneficiaries with special needs. Mr. Gillis also assists with the administration of estates and trusts.
Kathryn E. Pettit focuses her practice on construction law. Before becoming an attorney, Ms. Pettit received her Bachelors of Science in Civil Engineering from Syracuse University. She brings her technical background and perspective to the representation of her clients. Ms. Pettit has counseled and represented owners, construction managers, contractors, subcontractors, and design professionals in all phases of construction projects. She has experience representing clients in disputes arising from a wide array of construction projects, including both private and public.
