Cannabis Practice Group Co-Founders
As head of the firm’s Intellectual Property Group, Jonathan Wachs works closely with clients to develop, register, analyze, enforce, and transfer intellectual property assets in a customized, cost-efficient, and highly effective manner. He is a sought-after speaker and thought leader on the evolving relationship between cannabis law and intellectual property issues. He has served as outsourced general counsel to several small and midsize businesses and has developed detailed legal plans of action to help new and prospective cannabusinesses commence operations. He also organizes and facilitates the Baltimore Chapter of Offit Kurman’s Medical Cannabis Affinity Group, a peer advisory network dedicated to addressing operational issues affecting the cannabis industry.
A Principal and Co-Founder of the firm’s Cannabis Practice Group, Darren H. Weiss is a frequent author and speaker on legal and business issues and affecting the legalized cannabis industry, a cannabis industry thought leader, and a seasoned business counselor. A passionate and experienced legal advocate, Mr. Weiss’s practice focuses primarily on cannabis and corporate law, including formation and organization of cannabis companies; corporate financing; drafting and negotiating investment documents, licensing agreements, and vendor contracts; and providing business advice and counsel on competitive licensing applications and cannabusiness design and strategy. In addition to hosting a regular webinar series, The Cannabusiness Key, Mr. Weiss has been counsel to cannabis industry investors, entrepreneurs, business owners, and ancillary service providers, and has helped negotiate and close numerous multi-million dollar transactions and provided counsel in the creation of multi-state brands and products.

Daniel M. Casto concentrates his practice in business law and transactions. Mr. Casto earned a B.S. in Accounting from Ohio Valley University where he was named Young Alumnus of the Year in 2011. Mr. Casto earned his Doctor of Jurisprudence from the West Virginia University College of Law where he finished first in his class and was inducted into the Order of the Coif. During law school Mr. Casto served on the Executive Board of the West Virginia Law Review, received the Patrick Duffy Koontz Leadership Award, and the West Virginia Tax Institute’s Thomas N. Chambers Award for Tax Scholarship.
Joseph T. Kelley III is a seasoned health law attorney, focusing his practice on healthcare law and issues of privacy, compliance, regulatory and administrative law. Mr. Kelley serves as compliance and privacy counsel to behavioral health care providers and other large and small businesses. He writes and lectures on Privacy Information Governance and regulatory compliance in Behavioral Health and Long Term Care industries. Prior to joining Offit Kurman, Mr. Kelley served as General Counsel and Privacy Officer at NHS Human Services, one of the largest behavioral health companies in the United States.
Jason Klein has been practicing law in Washington DC since 2010. He started his career at a boutique firm specializing in business immigration involving O-1, L-1, and EB-5 visas. In 2011 he began the Law Office of Jason Klein where he began working with early stage applicants for Washington DC's medical marijuana program. Since then, Mr. Klein has advised direct and ancillary cannabis businesses and investors on a range of legal issues including choice of entity, formation, commercial contracts, administrative, licensing, and compliance in tightly regulated markets. Mr. Klein also built a separate real estate and foreclosure practice area representing credit union clients holding non-performing residential loans in the District of Columbia.
Kristin Mazany Nevins is a registered patent attorney whose practice encompasses all aspects of intellectual property law, including identifying and classifying IP assets, IP procurement, IP portfolio management, and enforcement of IP rights. Ms. Mazany Nevins has significant experience in preparation and prosecution of patent and trademark applications and USPTO practice; IP portfolio development for individual inventors and corporations; drafting license agreements, joint development agreements and technology service agreements; as well as efficient IP due diligence in connection with mergers and acquisitions. Industries served include: biotechnology, pharmaceutical, medical devices, chemical engineering, environmental science, high technology, and e-commerce.
Michael A. Petrizzo, Jr. counsels and provides strategic advice to clients in connection with mergers and acquisitions, financing transactions, corporate restructurings, and general corporate and commercial matters. Mr. Petrizzo has represented public and private companies, private equity firms, and high-net-worth individuals, in complex commercial transactions across a broad range of industries, including financial services, healthcare, retail, construction, manufacturing, technology and consulting services. Mr. Petrizzo has also been retained as “outside general counsel” by several early-stage and established enterprises.
David A. Severn focuses his practice on land use, development and real estate. He represents clients in all aspects of the zoning and land use process appearing regularly before planning commissions, boards of appeal and legislative bodies of Frederick County, Washington County and their municipalities. He has served as lead counsel in numerous large and complex development projects.
Stephanie Hopper is a cannabis industry veteran and leader. Prior to her relationship with Offit Kurman, Ms. Hopper was the Chief Operating Officer of a medical and recreational dispensary and cultivation for two and a half years located in Denver, Colorado. In addition, Ms. Hopper was a board member and the legislative chair for a prominent cannabis industry group representing over 65 companies in the State of Colorado. Ms. Hopper currently sits on the Board of Advisors for a cannabis infused products manufacturer and actively engages with the development of IT solutions focused on the cannabis industry. Prior to entering the cannabis industry Ms. Hopper worked for industry leaders BDO Seidman, KPMG, and Verizon in addition to participating in multiple start-ups. Ms. Hopper focused her career on helping companies implement solutions that improve efficiencies and controls to meet and maintain compliance with industry regulations and company expectations. Ms. Hopper holds a MS in Telecommunications and a BS in Information Systems from the University of Colorado at Boulder.
A cannabis industry pioneer from the Mid-Atlantic, Kristi Kelly applies her commitment to safe, quality cannabis to business. In addition to her work with Offit Kurman, Ms. Kelly is the executive director of Marijuana Industry Group, Colorado’s oldest and largest trade association for licensed businesses, where she was also vice chair. Ms. Kelly is an investor and was an owner/operator in cannabis cultivation, manufacturing and dispensary businesses in Colorado. She is a founding board member of the world’s first cannabis financial institution. She is the founding trustee of CannAbility Foundation, helping families of children living with conditions and disabilities helped by cannabis. She sits on the Colorado’s Task Force for Drunk and Impaired Driving and Department of Health and Environment's Marijuana Occupational Health and Safety Workgroup, and Denver's Social Consumption Advisory Committee and Odor Advisory Workgroup, among numerous other appointments and rulemaking committees. She was recognized as one of 2016’s 50 most powerful women in cannabis (#12) by Cannabis Business Executive, and was featured in 2017’s Breaking the Grass Ceiling: Women, Weed & Business.
